      Well that’s the problem with translations they can radically screw up and give the completely wrong impression.
      For example if Kutaragi said that the sky is green, he would be 100% correct, since in Japanese green and blue are the same colour, just different shades. A translator has to balance the intent of the speaker (which was to describe the color of the sky, ie. blue) with what the speaker actually said (to say that the sky is the japanese blue/green colour, a more general color).

      Given the content of the Gamespot article I think what Kutagari is referring to are the display capabilities for HDTV, or more specifically pimping the ability of the PS3 to drive a 4K SXRD projector device which Sony will be making, which conveniantly has a physical refresh rate of 200hz.

      Anyways any console that can drive a vga monitor can theoretically go to 120hz.
